Looking down:

The view from the top of the Hancock tower is spectactular. But it's been closed to the public since 911. Private parties are apparently OK. But for the public, it's always easier to say no.

The BRA is looking for documentation from a 1968 agreement that spells out the requirement that the Hancock observatory be open to the public. That search has been going on for six months, at least. If it hasn't turned up yet it probably won't. It's time for a different tact.

The city should do all that it can to can to 'encourage' the company to open the observatory deck. And unless Beacon Capital can explain any real security risk, public and media pressure should be mocking and relentless.
