Who looted the palace? The guy in charge blames his own deputy and other people who -- you would think -- were his responsibility and under his control. But it wasn't he, himself. So he's off the hook.

I don't think that's the way it's supposed to work.

This incident does not bode well for a smooth transition to Iraqi army control. Internal discipline, accountability and even a semblance of cohesion are missing. And the worse part is, they don't even realize it's missing.
